Countries are divided into Great Powers (★★★), Regional Powers (★★) and Minor Powers (★), which corresponds to the country's strength and size. The player can choose one of the participating Countries of the Conquest to play the game. they also start with specific Technological levels The other Conquests will only be unlocked after completing the corresponding chapter in Scenario Mode (you have to beat all the 1939 scenarios, for both the Allies and the Axis). There are 4 conquests to choose from they are 1939, 1943, 19. Lame to see they went the route of "you can't complain about their level if you can't know their level".Conquest is one of the three game modes the others being Domination and Scenario. I think the biggest advantage of higher tier units is on world map battles where having your biggest and strongest unit right there with you is an advantage and overall leadership points is not as large a concern like it is in siege/field battle The only thing truly mattering are veterancy points for your units which a high player usualy tends to have more, if they actualy managed to fix the level fail. Higher tier units are still an advantage of course but they can still get slaughtered if misplayed and so honestly it might be better for newer players to have more lower tier units in their lineup anyway. Things like fire archers are always effective and so once you hit mid tier units you can just bring a lot of different kind of fodder to throw at the enemy and still be somewhat effective.
